Senator Cynthia Villar attended Farmers’ and Fisherfolk’s Forum in Siargao

Hon. Sen. Cynthia A. Villar, Chairperson, Senate Committees on Environment and Agriculture visited Siargao Island, Friday, June 22, 2018 to attend the Farmers’ and Fisherfolk’s Forum hosted by Hon. Governor Sol F. Matugas of the Provincial Government of Surigao del Norte.
A press conference was held prior to the said forum. It was fronted by Sen. Cynthia Villar, together with Governor Sol F. Matugas, BFAR Regional Director Visa Tan-Dimerin, and other provincial government key officials. Senator Villar highlighted the Farm Tourism Law and intercropping of coconut with cacao or coffee as one of the strategies to increase income levels of farmers, particularly the poor.
The forum on the other hand, was held in order to hear out issues that are faced by the farmers and fisherfolk in the said Island and to better understand their concerns.
The said event also served as a venue for the farmers and fisherfolk to be oriented of the Department of Agriculture’s Credit Facilities under the Program for Unified Lending to Agriculture (PUNLA) which was presented by Mr. Noel Clarence M. Ducusin, Mindanao Coordinator of the Agricultural Credit Policy Council (ACPC).
Such credit facilities include production loan easy access (PLEA), working capital loan easy access (WCLEA), machinery loan easy access (MLEA), and survival and recovery (SURE) assistance.
Likewise, Dir. Visa Tan-Dimerin had her dialogue with the farmers and fisherfolk as well, highlighting the need to strengthen the Fisheries and Aquatic Resources Management Councils (FARMCs) for better fishery policies and regulatory measures to address illegal fishing and productivity.
After the program, BFAR key officials had their courtesy call with the provincial governor of the host province.
In the evening, Dir. Dimerin of BFAR Caraga together with PFO Antonio S. Boiser and Admin Chief Elvera E. Sayas, convened with Mr. Noel Clarence M. Ducusin of ACPC and Ms. Ruby-Ann S. Lagahit of the Provincial Agriculture Office and Mr. Lauris E. Congreso of the provincial government of Surigao del Norte to further discuss matters and future plans for the development of the agriculture and fishery sector in the said island.
While the Regional Director who is the Commander-in-Chief on Law Enforcement of the Regional Bureau was on the island, the Regional Fisheries Protection and Law Enforcement Group (FPLEG) conducted their seaborne patrol operations at Hinatuan-Siargao Passage which resulted to the inspection for IUUF particularly of commercial fishing vessel in the areas.
