The Department of Agriculture–Bureau of Fisheries and Aquatic Resources (DA-BFAR) in the Caraga Region and CODESPA Foundation Philippines formally forged a partnership to strengthen the region’s seaweed industry during the 1st Regional Seaweed Summit held on May 13, 2026 in Butuan City.

The collaboration, sealed through Memorandum of Agreement (MOA), was signed by DA-BFAR Caraga regional director Omnia B. Olama and CODESPA Foundation Philippines country manager Gemina Castillo-Goliat, highlighting a shared commitment to advance sustainable seaweed production, improve market access, and boost livelihood opportunities for coastal communities across Caraga.

The partnership supports several development and social investment initiatives funded by international organizations, including the Julius Baer Foundation, Bayer Foundation, the European Union SWITCH-Asia Program, and the Spanish Agency for International Development Cooperation (AECID).

Among the key projects covered under the agreement are the Seaweed Enhancement Project 3.0 (SEP 3.0), the promotion of green transition in agri-food value chains through seaweed bio-inputs, and an integrated mariculture management initiative focused on environmental efficiency and circular economy practices.

Regional director Omnia B. Olama, in an interview, said the collaboration reinforces the government’s efforts to develop a resilient and globally competitive seaweed industry in the region.

“The seaweed industry continues to provide livelihood, food security, and economic opportunities for many coastal communities. Through partnerships like this, we can further strengthen the value chain while promoting sustainability and resilience among our seaweed farmers,” Olama said.

Under the agreement, CODESPA Foundation Philippines will lead project implementation, focusing on organizational strengthening, technical assistance, market integration, and capacity-building activities for seaweed growers and producer organizations.

Meanwhile, DA-BFAR Caraga will provide technical support and complementary interventions, including the provision of quality seaweed propagules, establishment of nurseries and solar dryers, distribution of farm inputs, and conduct of training programs for beneficiary communities.

The regional bureau will also spearhead the formation of a Technical Working Group to oversee project implementation and ensure alignment with the Comprehensive National Fisheries Industry Development Plan.

The partnership is expected to benefit seaweed-producing communities in Surigao City, Hinatuan, and other expansion areas across Caraga, while promoting stronger collaboration among local government units, private companies, fisherfolk organizations, and market institutions.

Moreover, the initiative aims not only to increase the production of raw dried seaweeds but also to promote innovation through value-added seaweed products and sustainable farming practices that can generate more opportunities for coastal communities.
