LINGIG, Surigao del Sur – A major boost to aquaculture and fisheries development in Caraga has officially opened its doors, as the Department of Agriculture-Bureau of Fisheries and Aquatic Resources (DA-BFAR) Caraga officially inaugurated the legislated multi-species marine hatchery in Barangay Palo Alto on Thursday, August 28, 2025.


The facility, established under Republic Act No. 10787, is seen to strengthen local aquaculture production, ensure food security, and provide new livelihood opportunities for coastal communities in Surigao del Sur and across the region.
The inauguration drew key government officials and stakeholders, among them were provincial board member Ricky Sayawan representing SurSur governor Pimentel, Lingig mayor Elmer P. Evangelio, Southeast Asian Fisheries Development Center – Aquaculture Department (SEAFDEC/AQD) chief Dan Baliao, DA-BFAR Caraga regional director Omnia Olama, and DA-BFAR Region 1 RD Rosario Segundina Gaerlan, who delivered the message of DA-BFAR national director Elizer M. Salilig.


The program opened with the ceremonial distribution of milkfish fry led by DA-BFAR and hatchery personnel, symbolizing the start of operations and the facility’s commitment to serve fisherfolk and aquaculture operators. A Holy Mass was also celebrated before the blessing of the hatchery, underscoring community prayers for sustainability and prosperity.


In her message, RD Olama thanked local leaders, SEAFDEC/AQD, fisherfolk, and partners for their collaboration.


“May this hatchery stand as a symbol of what we can accomplish when we work together with purpose, vision, and unity. This hatchery is not just a structure, it is a legacy for future generations,” RD Olama said.


DA-BFAR national director Salilig, in a message delivered by RD Gaerlan, emphasized the hatchery’s role in reducing dependence on imports and easing pressure on wild fish stocks.


“Makatutulong ito upang mas mapangalagaan at mapanumbalik natin ang ating yamang-dagat, habang pinatitibay ang local na produksyon at kabuhayan ng mga mangigisda,” Director Salilig noted.


Mayor Evangelio, meanwhile, assured stakeholders of the LGU’s commitment to sustain the project, pledging local funding and workforce support for its operations.


Designed to cater to multiple marine species, the hatchery is the product of joint efforts by the DA-BFAR, the SEAFDEC/AQD, the provincial government, as well as the municipal government of Lingig and its community. Officials said it marks a milestone in the province’s efforts to promote responsible fisheries management and sustainable aquaculture.#
