In line with the National Heritage Month Celebration (NHMC) with the theme, “Preserving Legacies, Building Futures: Empowering Communities Through Heritage”, the Department of Agriculture – Bureau of Fisheries and Aquatic Resources (DA-BFAR) Caraga staged a culture-inspired Salamat-Mabuhay retirement ceremony to pay tribute to one of its dedicated employees, held on Monday, May 26, 2025, at the Balanghai Hotel & Convention Center, Butuan City.
Fisheries Management Regulatory and Enforcement Division officer-in-charge Edgardo P. Balambao, in his welcome remarks, emphasized the connection between fisheries and national heritage.
“The NHMC is a celebration of one of the Philippines’ most vital and culturally-rich sectors — the fisheries sector. As an archipelagic country, the Philippines is blessed with rich marine biodiversity, which shapes our identity, economy, and culture,” Balambao stressed.
Balambao further highlighted the role of fisherfolk as “keepers of ancient fishing techniques, sustainable practices, and stories passed down through generations — a living cultural heritage that reflects our harmony with nature.”
Regional director Omnia B. Olama, in her message, likewise reflected on the agency’s enduring legacy and underscored the collective responsibility of sustaining its noble mission for generations to come.
“Today, we honor our rich legacy and draw inspiration in shaping a future filled with hope and resilience. This year’s theme brings special meaning to us in Caraga, where our culture, coastlines, and communities are like an entangled net — each strand connected with purpose, reliant on strength and resilience, and promising a beautiful future,” RD Olama said.
RD Olama also noted that heritage is not confined to books and museums but lives in the wisdom passed down through generations, alive in the everyday work of the Regional Bureau, in every community empowered, and in every life inspired by their services.
“We not only celebrate National Heritage Month but also salute a remarkable man whose service embodies this year’s theme. Boss Jack’s legacy will forever be etched not just in the records of DA-BFAR Caraga but in the hearts of those he served,” RD Olama added.
Senior aquaculturist Rustico L. Ranoco, fondly known to his colleagues as “Boss Jack”, officially capped off his 35-year career in government service.
Key officials and employees of DA-BFAR Caraga, along with the Ranoco family, attended the retirement ceremony, which featured cultural performances and personal testimonials from colleagues, highlighting the remarkable contributions of Boss Jack.
Known for his kindness, humility, and exceptional work ethic, Ranoco’s service extended to various areas across the region, including being the provincial fishery officer in the provinces of Agusan del Norte, Dinagat Islands, and Surigao del Sur.
In his farewell message, Ranoco expressed heartfelt gratitude to his DA-BFAR Caraga family.
