Twenty-two (22) successful aspirants of the Fisheries Scholarship Program (FSP) formally signed their scholarship contracts with the Department of Agriculture – Bureau of Fisheries and Aquatic Resources (DA-BFAR) Caraga on Tuesday, April 8, 2025, at the Regional Fisherfolk Training Center in Butuan City.

In her welcome message, regional FSP coordinator and training division chief Anna Melissa M. Talavera reminded the scholars of the importance of accountability and independence, especially for students who will soon live away from their families.

“There is no reason for you not to take your studies seriously,” she said. “This is your time to become independent—away from your parents. Whether you like it or not, this is a learning process that will teach you to stand on your own feet,” Talavera added.

The regional FSP coordinator also thanked the parents for their presence and support, emphasizing their critical role in helping the scholars stay motivated throughout their academic journey.

“I hope that through the FSP, you will all be able to graduate and find meaningful jobs in the future,” Talavera said.

Regional director Omnia B. Olama graced the contract signing ceremony and congratulated the DA-BFAR Caraga scholars for passing the national qualifying examination.

“I believe that you will all agree when I say ‘education is a powerful tool’. Through education, we can reach our dreams and open ourselves to countless opportunities,” RD Olama said.

RD Olama also emphasized that socio-economic status should never be a hindrance to succeed and urged the scholars to persevere.

“You are not defined by where you are today, but by how you persevere for your future and in the values that you uphold. If you are determined to succeed, the universe will conspire with you,” the good regional director added.

RD Olama challenged the young scholars to dream high and work hard, reminding them that as future fisheries professionals, they hold the potential to significantly contribute to the sustainable development of the sector.

“This is just the start of your journey. Stay focused, be resilient, and stay inspired to achieve your dreams.” RD Olama concluded.

During the event, alternate regional FSP coordinator Jenalyn Espina provided an orientation on the program, its benefits, and the roles and responsibilities of the scholars.

Provincial fishery officers Bimbo C. Lagare, Julius Sabino and Noel Pugoy witnessed the contract signing ceremony, which marks the official beginning of the scholars’ academic journey under the FSP, one of DA-BFAR’s flagship programs designed to provide financial assistance and educational support to deserving youth who are committed to pursuing a degree in Fisheries. 

In addition, four (4) other FSP scholars from Dinagat Islands are set to sign their contracts on April 22, 2025, at the Provincial Fisheries Office in Dinagat Islands. (Andy T. Ordoña, Information Officer, DA-BFAR Caraga)
